Ministry of Federal Education and Professional Training launched a National Project for establishment of 10,000 NFBE Schools in April 1996. Earlier the project was approved in December 1995 by ECNEC at a cost of Rs.1263 million for a period of 5-years from December 1995 to June 2000. The project was revised in July 1998 and titled “Establishment of 82,000 Basic Education Community Schools”. The revised project was approved by ECNEC at a cost of Rs.11214.896 million for a period of 5-years (1998-2003). Later on it was extended up to 2006.

 

An amount of Rs.1510.805 million had been utilized on this project up to June 2006. Due to various reasons, only 9267 NFBE schools were established against the target of opening 82,000 BECS Schools.

 

Since approval in principle had been granted earlier, implementation was started accordingly in 2006-07. Administrative approval for the project was granted by Ministry of Federal Education and Professional Training

 

The project period was extended for two years i.e. 1st July 2010 to 30th June 2012.

 

As a consequence of 18th Constitutional Amendment, Government decided to devolve the BECS Project to the Provinces. However Provinces declined to take over and CCI decided to close the Project beyond 30th June 2011.

 

Some stakeholders lodged a Constitutional Petition CP 50/2011 in the Supreme Court. Supreme Court of Pakistan (Petition no. 50/2011) while accepting the Petition of the employees of the BECS project, in its judgment declared that Non-Formal Education / Special Studies remain the mandate and joint subject of the Federal Government, and declared the closure of BECS Project as violation of Constitution’s Article 25-A, Article 70 read with Entry 16 of Part I of the Federal Legislative List, and ordered Federal Government to continue running BECS project and schools.

 

The Prime Minister of Pakistan in pursuance of the judgment of Supreme Court of Pakistan approved continuation of BECS Project in principal in a meeting held on 19th December, 2011 to meet educational needs of the country. In the meantime High Powered Committee of the Cabinet directed to rationalize the project, which was accordingly done.

 

The PC-IV of BECS was approved by Planning & Development & Division and the NOC for “Transfer of Basic Education Community Schools Core Staff from Development To Non-Development Budget dated 17th April, 2013.
